Although most competences in the hospital sector have been delegated to the counties, hospitals have for years figured prominently on the national political agenda. One issue that attracted considerable attention during the 1990s is waiting lists. But why are waiting lists so often singled out for political attention, what have the politicians done, and why is it so difficult to effectively reduce waiting lists? How do we best characterize the political decision making process in connection with waiting lists? Is it rational and well founded, is it affected by special interests, or is it arbitrary and driven by media stories with no specific connection to the real world in which the decisions are implemented?
