Internal regulation in the central government is an essential part of a democracy, as this system guarantees continuous supervision of the organisations in central government, which have been entrusted with power and resources by the democracy. Regulation inside central government is commissioned to ensure accountability and development in the central government organisations. Thus the regulation plays a crucial part in the legitimisation of the democracy. But do the regulating organisations fill this post satisfactorily, and do they actually contribute to realizing the politicians’ attitudes through the shaping of activities in the regulated organisations? This question is examined in studies of five different regulating organisations: The IT Political Division, The National Audit Office, The Agency for Governmental Management, The Danish Ombudsman, and The Department for Gender Equality (now The Ministry for Gender Equality). The aim is to obtain knowledge of the conditions for the regulation and for the regulating organisations at central government level. The study analyses the organisation of the regulatory field and of the regulation itself. The results and the means of regulation are examined, and the changes of the regulatory organisations are discussed. Finally, the coordination and the design of the regulatory system are debated.
